The Secretary of State's office is now offering Expedited Title Service on titles, duplicate titles, corrected titles and standard ownership changes. Out-of state titles from a vehicle dealer and the application is in the vehicle dealer's name which includes normal ownership changes through a dealership only.
Requests submitted by noon will be shipped UPS overnight that day or available for pickup that day in the Springfield facility. Requests submitted after noon will be shipped UPS overnight the next business day or available for pickup the next business day in the Springfield facility, Chicago North facility or Chicago South facility.
Titles will be sent to the address on the title (street address only no PO Box numbers), or to a dealer, remitter, or financial institution with interest in the vehicle. In order to qualify for an expedited title, the surrendered title must be a current Illinois title or a new car title that has not been registered in any state. Transactions requiring special documentation (bonds, estate work, etc.) are not eligible.
A $30 expedited fee applies in addition to the normal transaction fee. If the title is not processed within the allotted time, you may apply for a refund of the $30 expedited fee.

Applications received by mail will be shipped or available for pickup the day after they are received. Applications not addressed correctly will not be processed in an expedited manner.
Applications for duplicate titles with no changes may be made via telephone only if the mileage is not required to be recorded on the vehicle. Telephone requests must be paid by accepted credit card (MasterCard, American Express or Discover) and will be delivered only to the address on the title.
