PUBLIC LIBRARY CONSTRUCTION PROGRAM


EXISTING LIVE AND LEARN LIBRARY CONSTRUCTION GRANT PROGRAM

The Office of the Secretary of State and the Illinois State Library are charged with administering two public library construction programs in FY2010: the $810,800 Live and Learn Construction Grant Program and the $50 million Public Library Construction Grant Program. Each program operates under a separate set of rules unique to the statutory charge of this program, and each is applied for individually. The following chart is an overview and description of the main characteristics of each program. For more information, please click on the bold program title below.

Existing Live and Learn Construction Grant Program

  • Funded by an annual state legislative appropriation.
  • Grant awards are made by the Secretary based on recommendations received from a statewide committee following their review process.
  • Most appropriate for libraries that are interested in: Remodeling for Accessibility, Mini-grants, or New construction, or additions to and/or remodeling of existing buildings.
  • Grant awards depend on the program applied for and the match amount if required.
  • Award ranges are: Remodeling for Accessibility $2,500 - $50,000; Mini-grants $2,500 - $25,000; New construction, additions to and/or remodeling of existing buildings $25,000 - $125,000.

NEW PUBLIC LIBRARY CONSTRUCTION GRANT PROGRAM

  • Funded by the sale of State Bonds. This bond sale has yet to occur.
  • Determination of eligibility is based on a mathematical formula included in the legislation and standards currently being developed. A survey of all public libraries must be conducted. Please complete the Capital Needs Assessment Survey.
  • Most appropriate for libraries that are interested in major construction and remodeling projects.
  • Grant awards depend on a local match of between 25% and 65% based on a mathematical formula included in the legislation.
  • Award ranges have yet to be determined. This Public Library Construction Grant Program is currently being developed.
