Library Services and Technology Act (LSTA) Funded Grants Administrative Manual
This manual provides guidance on managing a grant project funded with federal LSTA funds including how to appropriately credit the Institute of Museum and Library Services.
Quarterly Financial and Narrative Report
This report is due no later than 15 days after the close of the April—June quarter and 15 days after the close of the July—September quarter. The report may be submitted earlier, but is due no later than July 15 and October 15, 2014 for the respective quarters.
This final financial report is required for all grantees with grant funds encumbered (obligated) at September 30. The Encumbrance Report documents the liquidation of obligated grant funds during the 45 days after the end of the grant period. If all grant funds are disbursed at September 30, the Encumbrance Report is not required. The Encumbrance Report is due November 15, 2014, but may be submitted as soon as all obligated grant funds are liquidated.
A grantee may be required to request a budget amendment if the over-expenditures across all budget lines are anticipated to total more than 10% of the grant award. This is considered a significant variance from the approved budget. It is a grantee's responsibility to request a budget amendment, to align the budget and anticipated actual costs, before a significant variance occurs. The Budget Amendment Request may be submitted anytime during the grant period but no later than 60 days prior to the end of the grant period.
Post-Project Library Services and Technology Act (LSTA) Reports
Post-project reports are due 60 days after the end of the grant period for all projects awarded federal LSTA funds. These reports provide an analysis and overview of the project including participant demographics, details about the content purchased with grant funds, and grant related programs, presentation or instruction offered (utilizing the resources purchased). These reports are shared with the Institute of Museum and Library Services and will be made available for the general public to read. So, please be thoughtful, accurate and complete.
For the Another Back to Books Projects, the Post-Project Report consists of three separate PDFs that document the project activities April 1 through September 30, 2014:
- Use the Post-Project Report LD A 243 to document the project in whole. AND
- Use Appendix B Content Activity Report LD A 243b to report activity level details about the content purchased. AND
- Use Appendix A Instruction Activity Report LD A 243a to report activity level details about how the new resources are being used in programs, presentations or instruction.
- Submit the post-project reports as attachments to an email addressed to ISL_grants@ilsos.net.
The Post-Project LSTA Reports are due no later than November 30, 2014, but may be submitted as soon as grant funds are liquidated.
