RECORD GROUP 408.000 - ILLINOIS VETERANS' COMMISSION

The Illinois Veterans' Commission was created by the General Assembly in 1945 to inform veterans and their beneficiaries about state and federal benefits and to coordinate services and activities of all state agencies involved in veterans' affairs. The commission was composed of three veterans and three administrators appointed by the Governor (L. 1945, p. 1667). In 1957 a Service Recognition Board, composed of the Governor, State Treasurer, and the Adjutant General, was created to administer bonus payments to Korean War veterans or their beneficiaries (L. 1957, p. 1227). However, the bond issue that was to provide the funds for the payments did not receive sufficient voter approval. The next General Assembly passed a Korean Veterans' Compensation Act which called for bonus monies to be raised through a new cigarette tax instead of by special bond issue. The act further stipulated that the Illinois Veterans' Commission would take complete control of the bonus program (L. 1959, p. 1577).

The Korean Veterans' Compensation Act was repealed on May 11, 1967 and any claim not paid before July 1, 1967 was to lapse. The commission was instructed to deposit all records relating to the bonus program at the State Archives (L. 1967, p. 548). The General Assembly reopened the World War II and Korean bonus program in 1973 and again in 1975 (P.A. 78-299, pp. 1008-1009; P.A. 78-300, pp. 1009-1010; P.A. 79-372, pp. 1382-1386). All of these bonus claims and related records were kept by the Veterans' Commission until 1975 when the newly created Department of Veterans' Affairs assumed all commission duties. KOREAN WAR BONUS APPLICATIONS FROM VETERANS. 1959-1967. 313 cu. ft. Index (RS 408.003).

Veterans' applications are for Korean bonus payments submitted to the Illinois Veterans' Commission. Files are arranged numerically by claim number. Each bonus application includes claim number; veteran's name; name veteran served under, if different from name used on application; service serial number; branch of the service; mailing address; dates of service; dates of service for which applicant received the Korean Service Medal; place and date of entry into service; place and date of separation from service; place and date of birth; type of discharge; length of time veteran lived in Illinois prior to entry into service; address at time of entry into service; permanent address at time of separation from service; whether or not veteran applied for a Korean bonus from another state; and signature of veteran with date that application was received by the Illinois Veterans' Commission. If veteran was still in active service forms include a certification from adjutant or personnel officer that veteran served in Korean War. Supporting documents were removed from files before they were deposited at the State Archives.

KOREAN WAR BONUS APPLICATIONS FROM BENEFICIARIES OF DECEASED VETERANS. 1959-1967. 14 cu. ft. Index (RS 408.003).

Beneficiary applications are for Korean bonus payments submitted to the Illinois Veterans' Commission. Files are arranged numerically by claim number. Each bonus application includes claim number; name of deceased veteran as shown on service record; service serial number; branch of service; address of veteran at time of entry into service; date that veteran entered active duty; rank and branch of service at time of death or discharge; number and address of local draft board, if veteran drafted by the Selective Service; date veteran died while serving in armed forces or date that veteran was discharged and date veteran died after discharge; whether any disability was ever established for veteran by the U.S. Veterans Administration or a retirement board; claim number assigned by the Veterans Administration; whether veteran was a resident of Illinois for twelve months prior to entry into service; veteran's address at time of entry into service; names of persons veteran resided with; name and address of applicant for beneficiary claim; relationship of beneficiary to veteran; whether beneficiary has applied for a Korean bonus from another state and if so, name of state; and signature of applicant and date application received by the commission.

If beneficiary was veteran's spouse, file also includes an affidavit which lists spouse's name and mailing address, date and place of marriage, names of spouses from any other marriages, manner of dissolvement of marriage (i.e., death, divorce), names of any other spouses of veteran, and place and manner of dissolvement.

If beneficiary was veteran's child, file also includes an affidavit which lists name and address of child/children; name, address, sex, birth date, and birthplace of all living children of veteran; name of person having custody of child/children; reason mother or father is not eligible to file bonus application; and relationship of person signing affidavit.

If beneficiary was veteran's parent, file also includes an affidavit which lists names and addresses of parents, whether applicant lives with spouse, date of separation, names and addresses of any surviving children of veteran, and if veteran married, name and address of spouse.

If beneficiary was veteran's brother or sister, file also includes an affidavit which lists names and addresses of all living brothers and sisters; if veteran married, name and address of spouse; whether spouse remarried; names and addresses of any surviving children; and names and addresses of any persons acting in place of parents.

Each case file also contains supporting documents such as birth, marriage, discharge, and death certificates and correspondence with claimant. Commission action on claim also is noted.

Card file abstracts information contained in Korean bonus application files. File is arranged alphabetically by applicant's surname and serves as an index to applications listed in RS 408.001 and RS 408.002.

An index card for each bonus application includes name and address of veteran or beneficiary; veteran's name and sex; claim number; service serial number; address of veteran at time of entry into service; dates of service; branch of service; location and number of veteran's draft board; place of entry into service; date, type, and place of separation from service; type of proof of service submitted; whether veteran received Korean Service Medal; and if application approved, warrant number, amount, and date of payment.

SCHEDULES OF VOUCHERS FOR KOREAN WAR BONUS PAYMENTS. 1959-1960. 3 cu. ft. No index.

Schedules of vouchers were transmitted from the Veterans' Commission to the Auditor of Public Accounts for the payment of bonus claims. Each schedule lists date transmitted, appropriation from which payable, Auditor's warrant number, amount of warrant, division number, total amount from preceding schedule, total amount of vouchers to date, date received in the Department of Finance, date received in Auditor's office, and date payment mailed to claimant. Attached to each schedule is the Auditor's voucher showing warrant number for each claim, name, address, and claim number of each payee, and amount of warrant.
