The State Officers Electoral Board, created by the General Assembly in 1943, consisted of the Secretary of State, Auditor of Public Accounts, and the Attorney General who were given the power to hear and pass upon objections to the nomination of candidates for state offices (L. 1943, vol. 2, p. 1). The board could administer oaths and subpoena and examine witnesses and records. In 1951 the board assumed the canvassing duties formerly exercised by the State Canvassing Board, expanded its membership to include the Governor and the State Treasurer, and shortened its name to the State Electoral Board (L. 1951, p. 468). Prior to each primary the board met to examine all filed petitions and certify to the county clerk of each county the names of all candidates for President of the United States, state central committee, delegates and alternates to nominating and constitutional conventions, and for all other offices as specified in the petitions on file with the Secretary of State. The board also certified the order in which the offices and candidates' names were to appear on the primary ballot. The board also conducted hearings on allegations from citizens pertaining to filed petitions and petition withdrawals by candidates. The State Electoral Board further was expanded in 1967 to include the respective chairmen of the state central committees of the two leading political parties (L. 1967, p. 344). In 1973 the State Electoral Board was superseded by the State Board of Elections (P.A. 78-918, p. 2908). Originally it was composed of four members, two from each major party and appointed by the Governor (P.A. 78-918, p. 2909). In 1978 membership was expanded to eight with four being residents of Cook County and four residents of the state outside Cook County. Of the four members from each area, two each were to be from the major parties, recommended by legislative leaders from each party, and appointed by the Governor (P.A. 80-1178, pp. 3506-3509).

Files relating to the election of delegates to the Constitutional Convention of 1970 contain correspondence on denied nominating petitions, candidate withdrawals, petition certification and individual complaints on filed petitions; loyalty and candidate oaths; statements of candidacy; election calendar; board meeting notifications; abstract of votes listing district, county, name of each candidate, and number of votes cast for each; list of denied petitions; and certified listings of delegates to the constitutional convention. The files also include transcripts, evidence, and minutes of board meetings held on October 7 and October 22, 1969; copies of federal court decisions on nominee certifications; agenda for board meetings (August 11 and December 3, 1969); board decisions referring to primary petition objects; board orders; and index cards showing names and addresses of petitioners who were nonregistered voters.

Nominating petitions for independent and third parties are for local, state, and national political offices. Parties include the American Independent Party, Socialist Labor Party, Communist Party, Champaign-Douglas-Moultrie Independent Party, United States Labor Party, Socialist Party, Socialist Workers Party, Libertarian Party, Citizens' Party, and Workers of the World Party. Petitions show candidate's name, address, and office sought; voter's signature, address, and date signed; petitioner's name, address, and signature date; and notary public's attestation.

Files include materials filed by candidates or committees representing candidates for federal office. Included are campaign disclosure statements showing candidate's name, address, and office sought; detailed reports of campaign receipts and expenditures; political committee registration forms; statements of anticipated contributions and expenditures in excess of $1,000 dollars; and related correspondence.
