The State Board of Health, created in 1877 with members appointed by the Governor, had general supervision over the health of Illinois citizens (L. 1877, p. 208). Its primary responsibilities included the investigation of contagious and infectious diseases among humans, the power to quarantine when necessary, supervision over lodging houses, and the examination and licensing of physicians, surgeons, midwives, and embalmers. The board also was responsible for the gathering and maintenance of vital statistics which involved a statewide system for the registration of births and deaths.
The board was abolished by the Civil Administrative Code of 1917. Its regulatory powers and duties relating to the practices of medicine and embalming were transferred to the Department of Registration and Education. All other powers and duties were transferred to the Department of Public Health.

Minutes of quarterly, annual, and special meetings of the board primarily comprise quarterly reports of the board's secretary which contain statistical information on the number of applications for certificates received and refused, number of certificates issued and revoked, number and kind of contagious diseases located and treated, condition of water supply and sanitation facilities, number of sanitation inspections conducted by the board, amount of correspondence handled, and the number of board publications distributed.
Also contained in the minutes are board proceedings in cases involving the issuance and revocation of certificates, recognition of medical schools, and complaints made against schools or individuals. In complaint cases board minutes note the name of the individual or school against whom complaint was made and any action taken by the board. Infrequently included in the minutes are reports of the Auditing Committee on board salaries and office expenses; attorneys' reports on legal action involving the board; statistical reports of the Chief Inspector of Lodging Houses; and a record of other board business such as court decisions, proposed legislation, examination questions, and discussion of the value of osteopathy.
