The General Assembly created a University Retirement System and a board of trustees to administer it in 1941. Originally the board was composed of three members of the Board of Trustees of the University of Illinois chosen by that board, one member of the Normal School Board chosen by that board, and the director of the Department of Registration and Education who served as an ex officio member (L. 1941, pp. 1307-1308). The board's composition was changed in 1963 to include three members of the Board of Trustees of the University of Illinois chosen by that board, one member of the Board of Trustees of Southern Illinois University chosen by that board, one member of the Teachers' College Board chosen by that board, and the director of the Department of Registration and Education (L. 1963, pp. 596-597). The board reports regularly to the Governor and the General Assembly.

Minutes concern retirement annuities, disability and death claims, separation benefits, investment portfolio transactions, bond yields, contributions during leaves of absence, classification changes in university titles, audits, budget requests, codification of pension laws, common stock investments, pending and enacted legislation, coordination of the state system with Social Security, credit for military service, and board appointments and elections of officers. Also included are copies of rules and regulations, board bylaws, balance sheets, financial statements, administrative expense budgets, synopses of proposed and enacted legislation, study reports, and related memoranda and correspondence.
