RECORD GROUP 223.000 - DEPARTMENT OF ALCOHOLISM AND SUBSTANCE ABUSE

The Illinois Dangerous Drugs Commission was created by law in 1974. It was composed of the director of the Department of Mental Health, the Superintendent of Public Instruction, the directors of the Departments of Corrections, Law Enforcement, Public Health, Vocational Rehabilitation, Public Aid, and Children and Family Services, and three interested public members appointed by the Governor. It selected its own executive director who was known as the State Drug Abuse Coordinator. The commission acted as the state planning agency under the Federal Drug Abuse Office and Treatment Act of 1972. It was charged with developing and implementing a statewide plan to improve treatment programs and facilities, establishing priorities within improvement plans, serving as a central clearing house for related data collection and dissemination, coordinating and allocating federal and state funding, promoting interagency coordination, conducting public hearings and promoting public awareness, and licensing and regulating treatment providers and facilities (P.A. 78-977, pp. 46-52).

The newly created Department of Alcoholism and Substance Abuse assumed the commission's duties and functions in July 1984 (P.A. 83-969, p. 6464). Its focus continues to be on alcohol and substance abuse prevention, intervention, treatment, after care, and research. The Illinois Advisory Council on Alcoholism and Substance Abuse is the department's central advisory authority. The council is made up of a state's attorney, a judge, a public defender, a local law enforcement officer, a labor representative, an educator, a physician, ten other interested public members, four members of the General Assembly's House and four members of its Senate, the executive director of the Commission on Children, and the presidents of the Illinois Alcohol and Drug Dependence Association, the Illinois State Medical Society, the Illinois Hospital Association, the Illinois Nurses' Association, the Illinois Pharmacists' Association, and the Illinois Chapter of the Association of Labor Management Administrators and Consultants on Alcoholism. The council advises the department on public awareness and prevention programs, proposed departmental rules and regulations, proposed related Department of Public Health rules and regulations, and recommended treatment plans (P.A. 83-969, pp. 6473-6474).

Subjects include drug and alcohol treatment services and centers, financial and client data reporting, personnel matters, departmental organization, drug abuse in Chicago, valium use, appropriations, and grant funding.

RULES AND REGULATIONS FILES. 1973-1979. 1 cu. ft. No index.

Files include copies of the rules and regulations of the Illinois Dangerous Drugs Commission, a management review report on commission activities, Department of Personnel rules and pay plan, position title listings, employment applications, a draft plan for the delivery of treatment oriented toxicological laboratory services, staff working papers, and copies of court complaints, motions, arguments, and replies.

DEPUTY DIRECTOR'S ADMINISTRATIVE FILES. 1973-1982. 12 cu. ft. No index.

Files include correspondence, monthly summary reports, conference and seminar materials, guidelines and instructions, budget materials, financial statements, audits, contract proposals, and an investigation file. Subjects include drug and alcohol abuse prevention and treatment programs, personnel training, departmental rules and procedures, budgets and appropriations, and the establishment of a statewide Regional Occupational Assistance Program to provide drug and alcohol abuse education and treatment services for state and local government and business and industrial employees. The investigation file concerns the Methadone Maintenance Institute, Inc., of Chicago and includes transcripts of commission hearings, exhibits, press releases, and court complaints, orders, replies, affidavits, notices, and summonses.

COMMISSION MEETING MINUTES. 1974-1984; 1986. 12 cu. ft. No index.

Commission meeting minutes concern grant issuances, a statewide plan to combat drug abuse, related legislation, program procedures and guidelines, licensing of treatment facilities, drug dependence research, federal methadone regulations, personnel matters, cooperation with alcoholism programs, controlled substances, employee assistance programs, street drug analyses, intervention programs, drug abuse by the handicapped, prescription drug abuse, AIDS, crime and drug abuse, public awareness, decriminalization of marijuana, mandatory urinalysis programs, and telephone hotlines. Also included are minutes of the Illinois Dangerous Drugs Advisory Council and of the commission's executive staff concerning like subjects. Further included with the minutes are related meeting notices, agendas, publications, memoranda, correspondence, and conference and seminar materials from organizations such as the National Association of State Drug Abuse Coordinators, the National Association of State Alcohol and Drug Abuse Directors, and the National Advisory Council on Drug Abuse.

PREVENTION AND EDUCATION PROGRAM FILES. 1977-1983. 4 cu. ft. No index.

Files concern grants made under the Illinois Alcoholism Prevention Initiative and the Treatment Alternative to Street Crimes Program. Grant files include proposal descriptions, budgets, service agreements, notices of grant awards, evaluation reports, review forms, and related correspondence and memoranda. Also included are materials relating to the Illinois Drug Abuse Counselor Certification Board. These make up meeting minutes, membership lists, monthly activity reports, bylaws, reports on drug abuse treatment programs, copies of applications for certification, and related correspondence.

Files include membership lists for the Illinois Dangerous Drugs Commission and the Illinois Dangerous Drugs Advisory Council and their committees, a draft of a report of the Task Force on Prescription Drug Use, a copy of the commission's policy on drug abuse prevention and treatment, a copy of the commission's rules and regulations, and a copy of the commission's dictionary, a compendium of street nomenclature.

Files include copies of treatment facility applications for grant funding, utilization reports on statewide grant awards, procedures manuals on budget preparation and service contract program reviews, copies of statewide plans for drug abuse prevention, annual reports to the General Assembly on the abuse of dangerous drugs in Illinois, proposed uniform clinical record keeping guidelines, and related reports of the Department of Public Aid and the Commission on Children.

TOXICOLOGY LABORATORY ADMINISTRATIVE FILES. 1972-1982. 1.5 cu. ft. No index.

Files include correspondence with physicians, research laboratories, treatment clinics, and local, state, and federal agencies concerning the Client Oriented Data Acquisition Process program, hospital licensing, and patient testing guidelines and procedures. Also included are organizational charts, drug abuse clinic statistical reports, and departmental annual reports.
