RECORD GROUP 219.000 - DEPARTMENT OF CHILDREN AND FAMILY SERVICES

In 1963 the General Assembly created the Department of Children and Family Services to provide social services to children and their families and to administer children's institutions and all other non-psychiatric services formerly provided by the Division of Children and Specialized Services of the Department of Mental Health (L. 1963, p. 1061).

CONSTRUCTION PROJECTS. 1961-1971. 8 cu. ft. No index.

Files contain correspondence and material relating to construction and permanent improvement projects at various institutions and facilities within the Department of Children and Family Services. A file for each project includes correspondence with the supervising architect, the Division of Architecture and Engineering, the Illinois Building Authority, the Capital Development Board, the Governor, departmental employees, contractors, engineers, and architects concerning the planning, financing, and progress of the project.

Files also include land surveys; site plans and drawings; blueline prints and drawings; cost estimates; contracts; notifications of acceptance of bids; preliminary plans and specifications; specifications for plumbing, heating, electrical, and general work; reports on the status of appropriations for permanent improvements; requests for release of funds; authorizations for release of funds; photographs of the work site, buildings, and facilities; change orders; certificates of substantial completion; and minutes of meetings to plan or review project. Some of these projects were initially undertaken while institutions were under the jurisdiction of the Department of Mental Health. Files include material for projects at the following institutions and facilities: Illinois Braille and Sight Saving School, Illinois Children's Hospital-School, Illinois Eye and Ear Infirmary, Illinois School for the Deaf, Illinois Soldiers' and Sailors' Children's School, Illinois Veterans' Home, Illinois Visually Handicapped Institute, Collinsville Regional Office, Peoria Regional Office, Rockford Regional Office, and the Springfield Regional Office.

Files include copies of incoming and outgoing correspondence, memoranda, position papers, status reports, guidelines, minutes of staff meetings and advisory councils, procedures manuals, speeches, press releases, newspaper clippings, and staff working papers. Subjects concern child abuse; adoptions; day-care licensing; juvenile justice and delinquency prevention; rape; foster care, parents, and homes; agency organization, administration, planning, and policy and program development; migrant care; legislation affecting the department; private residential care services; abortion; court cases; affirmative action; employee training; gang violence; alcoholism and drug abuse; AIDS training; family preservation; homelessness; interagency coordination; and federal and state funding.

CHILD CARE FACILITY ENFORCEMENT FILES. 1982-1990. 7 cu. ft. No index.

Files concern the department's decisions to revoke or refuse to renew the licenses of those day-care facilities found not in compliance with regulations. Included are case fact sheets; revocation or refusal to renew justifications; license applications; licensing studies; license compliance forms; complaint investigation interview notes, findings, and recommendations; facility evaluations; license status reports; motions, statements, pleadings, orders, and transcripts of administrative and/or judicial proceedings; and related memoranda and correspondence.

YOUTH AND COMMUNITY SERVICES DIVISION ADMINISTRATIVE FILES. 1980-1982. 0.25 cu. ft. No index.

Files include reports and plans concerning youth employment assistance and training opportunities and the implementation of the Abused and Neglected Child Reporting Act.
