The Department of Financial Institutions was created in 1957 to license and regulate banks, savings and loan associations, credit unions, currency exchanges,
pawners' societies, cemetery associations, cemetery care trust funds, title-guaranteeing companies, foreign exchanges, trust departments, corporations chartered to guarantee members of credit unions against loss, and businesses making loans of $500 or less (L. 1957, p. 369). It also received responsibility to administer the Sale of Exchange Act and the Financial Planning and Management Services Act (L. 1957, pp. 1749, 2164). These powers and duties were transferred to the department from the Auditor of Public Accounts. In 1965 regulation of banks and trust companies and savings and loan associations was transferred to two newly created commissioners: the Commissioner of Banks and Trust Companies and the Commissioner of Savings and Loan Associations (L. 1965, pp. 2019, 2077). The department also administers the Consumer Finance Act of 1935, Safety Deposit Box Act of 1945, Uniform Disposition of Unclaimed Property Act of 1961, Consumer Installment Loan Act of 1963, Development Credit Corporation Act of 1965, Sales Finance Agency Act of 1967, and the Financial Institutions Disclosure Act of 1975.

Reports of condition of state banks submitted quarterly to the Auditor of Public Accounts (1890-1957), Department of Financial Institutions (1957-1965), or Commissioner of Banks and Trust Companies (1965-date) exhibit in detail the assets and liabilities of each bank. Each call report includes name and location of the bank and date of examination. Entries for assets include values of loans, overdrafts, investments, miscellaneous resources including banking house, furniture and fixtures, and other real estate; amounts due from other banks; cash on hand; and other cash reserves. Entries for liabilities include values of capital stock paid in, surplus fund, undivided profits, deposits including time certificates, and savings subject to notice; amounts due to other banks; and miscellaneous liabilities including unpaid dividends, reserves for taxes and interest, bills payable, and notes and bills rediscounted.
Call reports occasionally are accompanied by supplementary schedules and TRUST COMPANY ANNUAL REPORTS, RS 409.002. Also included are lists of directors and officers of banks which give names, residences, number of shares held by each, and amount of liabilities to banks as payors and endorsers (1890-1954 only); examination reports of banks submitted by bank examiners (1890-1933 only); publication certificates of call reports (1890-1933 only); and annual reports of earnings and dividends (1942-1960).

CREDIT UNION ANNUAL REPORTS. 1929-1933; 1935; 1946-1957; 1960-1961; 1964-1975. 24.5 cu. ft. No index.
Annual reports are of credit unions filed with the Auditor of Public Accounts (1925-1957) or the Department of Financial Institutions (1957-date). Each annual report includes name and location of credit union; date of report; dates on which certificate of approval establishing credit union was issued by Auditor or Department of Financial Institutions and filed with county recorder of deeds; names, titles, and addresses of officers; names of members of board of directors, credit committee, and supervisory committee; office hours of credit union; names, titles, and salaries of employees; total number of members and number added or withdrawn during year; amount of entrance fees; rate of interest charges; and dates of annual meetings. Also included are tabulated statements of assets, liabilities, receipts, and disbursements; schedules of bonds and securities owned by the credit union; and description of shares in credit union held by members (e.g., par value, maximum number which may be held by any one member).

ANNUAL REPORTS OF SMALL LOAN COMPANIES. 1959-1964. 6 cu. ft. No index.
Annual reports are on the operations of persons,
copartnerships, associations, or corporations engaged in the business of making loans of $800 or less filed as required by the Consumer Finance Act. Each report includes statement of assets; statement of income and expenses, analysis of interest and charges, analysis of expense per account, analysis of loans of $800 or less, analysis by type of security, delinquent accounts, possession and sale of chattel and lawsuits involving them, and other authorized finance business. Also included for businesses having more than one office are statements from each office which give amount of receivable assets, total net loans made annually, and other authorized finance business. Work sheets recapitulating the company reports also occasionally are included.

TITLE INSURANCE COMPANIES ANNUAL EXAMINATION REPORTS. 1972-1978. 8 cu. ft. No index.
Reports include authorizations to transact business specifying areas in which authorized; names of company and subsidiary officers; names of stockholders with number of shares owned by each; statements of assets and liabilities, income and expenses, reserves, shareholders' equity, direct premiums written, and direct losses paid; list of claims incurred in Illinois; itemized statement of investments; comparative balance sheets of assets and liabilities; record of insurance and reinsurance policies; list of registered agents; bank reconciliation statements showing escrow funds; federal and state tax statuses; and minutes of boards of directors and executive committees. Occasionally included is correspondence concerning pending litigation and tax statuses.

CONSUMER FINANCE, CONSUMER INSTALLMENT LOAN, AND SALES FINANCE AGENCIES ANNUAL REPORTS. 1972-1978. 6 cu. ft. No index.
Annual reports include name and address of licensee, main office address, date agency began operations, interest rate charged, other business licensed to conduct, analyses of loans and interest, number of lawsuits to recover judgments, checklist for corrections of errors in reports, and property insurance reports showing numbers of policies written and canceled. Consolidated agencies' annual reports also include branch office reports giving similar information to that found in main office reports. Sales finance agencies reports only are included for 1972-1974.
Consumer finance agencies are businesses making loans of $1,500 or less. Consumer installment loan agencies are businesses making installment loans between $800 and $10,000. Sales finance agencies are businesses making loans secured by retail installment contracts, retail charge agreements, or the outstanding balances under such contracts.

CURRENCY EXCHANGE ANNUAL REPORTS. 1972-1975. 4 cu. ft. No index.
Annual reports include licensee's name and address, license number, names of owners or corporate officers, balance sheet, amounts of cash assets at the end of each month, cash position after the deduction of unpaid money orders, an explanation for cash balances below $3,000, and an affidavit listing services rendered for which fees were required (1973-1975). Reports for 1972 also contain a summary of monthly money order liability.
