Budget And Fiscal Management
Budget and Fiscal Management prepares the Secretary of State’s budget for presentation to the State Legislature and provides for continuing fiscal responsibility in its execution, including processing payments made by the
office. The department prepares the office payroll and all agency financial statements and is responsible for the procurement of all goods and services through its Purchasing Division. It also serves as a fiscal research and reference
center for the Office of the Secretary of State.

Communications
The Communications Department coordinates the writing, design and production of printed, audio visual
and computer online materials distributed by the Secretary of State’s office.
Major publications include the Illinois Blue Book, Handbook of Illinois Government, Illinois highway maps and Rules of the Road booklets for automobiles, large trucks, bicycles and motorcycles. The department also creates and coordinates various materials on office programs as well as several departmental newsletters. By statute, the department is required to print the weekly Illinois Register, which contains State Government’s proposed and adopted rules of administrative procedures.
Communications provides information about new Secretary of State programs and services to about 750 newspapers and radio and television stations
statewide. A newspaper column, Traffic Safety Hints, is distributed to nearly 200 newspapers, and feature articles about office programs are provided for special interest publications. The department also is charged with the ongoing
development and maintenance of the Secretary of State’s Web site at www.cyberdriveillinois.com.
The department also provides photographic services to the Secretary of State’s office and prepares numerous displays for the Illinois State Fair, the DuQuoin State Fair, county fairs, the Chicago Auto Show and other events. It also houses a Traffic Safety Film and Video Library, which offers films and videos free on loan to schools and civic organizations.
Through the press office, the Communications Department disseminates information to the news media to provide the general public information regarding office programs, policies and procedures. The press office also handles media inquiries.
In 1999, the department coordinated the 50th annual Secretary of State’s Auto Show, held in Springfield.

Information Technology
The Department of Information Technology (D.O.I.T.) provides a robust support and service infrastructure for secure electronic record keeping, data management, networking and process technology to all Secretary of State
departments on a 24/7 basis.
Services include analysis and development of computerized systems, continuous production operations for computerized systems and ongoing systems maintenance or modification support. D.O.I.T. also has developed, upgrades and maintains a statewide communications infrastructure to provide network services for all Secretary of State facilities, and as an interface to the Department of Law Enforcement for the Illinois Law Enforcement Agencies Data System (LEADS).
Over the years, many functions of the Secretary of State's office have been automated to effectively administer the tremendous volume of information, including more than 12 million driver's license records, 9 million vehicle registrations and more than 17 million vehicle title records.
In response to guidance from the General Assembly, requests originating in user departments and demand from the general public, D.O.I.T. continues to develop an Internet Infrastructure. The infrastructure supports Ecommerce and facilitates online credit card transactions with the general public.
